** Please understand that we can send official invitation letter only after registration is completed by FTRA policy. Please check your registration before requesting the letter of invitation. **
Registration Deadline
All attendees must make the registration. And one author per paper MUST be accompanied by one mandatory registration and the registration fee must be paid by 24th Aug. Without a dedicated registration, the paper cannot be included in the proceedings and it cannot be recommended to the journal special issues.

The final papers
must strictly adhere to page limits as follows.
- Full Paper: 6

tables, and references.

[Final Paper Upload and Copyright Release
Form]
All authors should
upload their final manuscript and signed copyright release form directly to the
following IEE CPS web site by *August 19th, 2011* (Very Hard Deadline), which
includes the "Author's Final Paper Formatting and Submission
Instructions" Webpage (Online Author Kit)

Please note that
final version of the manuscripts received after *August 19th, 2011* will not be

All registered and
uploaded papers should be presented at the conference.
For your
information, this is an IEEE Technical Activities Policy (effective February
2009):
"IEEE
reserves the right to exclude a paper from distribution after the conference
(e.g., removal from IEEE Xplore) if the paper is not
presented at the conference."

* FTRA Policy for Late Withdrawal and
No-Show *
a) If authors
request to withdraw their papers without any proper reasons after the
acceptance notification, all authors of those papers will be added to a FTRA
Blacklist.
b) All registered
and uploaded papers should be presented at the conference or workshop sessions.
No-showers without any good and proper explanations will be added to the FTRA
Blacklist.
And we will
follow the following IEEE Technical Activities Policy (effective February
2009):
"IEEE
reserves the right to exclude a paper from distribution after the conference
(e.g., removal from IEEE Xplore) if the paper is not
presented at the conference."
c) All the
submissions by the authors who are already listed on the FTRA Blacklist will be
definitely rejected without any reviews in all the international conferences,
symposia and workshops hosted/sponsored by FTRA, and also journal special
issues managed by FTRA members.
d) Authors, who do
not make authors registration after uploading camera ready papers, will be
added to the blacklist as "no-showers" and "later
withdrawers".
e) This black list
policy is also applied to authors committing plagiarism, self-plagiarism, and
intentional double submissions.

*For a):*
It is
disappointing when such late withdrawals happen in the process after so much
time and effort has been spent. In general, at least three PC members are reviewing on each submitted paper rigorously and
providing authors very useful comments on their papers. Such late withdrawals
made our PC members efforts vain. We kindly suggest all authors not to withdraw
their papers after the acceptance notification.
*For b):*
If you have
unavoidable reasons not to attend the conference, please send us any
certificates to prove it. After our confirmation, you should make the
registration and give a virtual presentation with PPT/PDF slides including
video/voice recording.
*For c) ~ e):*We will share the FTRA Blacklist with our colleagues and
program committee members who interact with us. Furthermore, we are planning to
add some intentional authors on the blacklist to the IEEE Prohibited Authors
List. As you know, the authors, who listed on the IEEE Prohibited Authors List,
will be prohibited from submitting to all IEEE publications for 2-3 years.
